The competition for participation in the County teacher program (Zemskiy teacher) was 17 people per job
The Russian Ministry of Education continues to implement the County teacher program. In 2020, 32 thousand applications were submitted for 1803 jobs, thus, the competition was 17 people per job.
Most of the winners are professionals under the age of 35. Almost all teachers have a higher pedagogical education, among the program participants are winners and prize-winners of professional competitions, candidates of science.
All teachers participating in the program received federal payments of RUB 1 million and those who chose schools in the Far East – RUB 2 million each (without having to pay personal income tax from this amount). In a number of regions, teachers were provided with various benefits, including housing or compensation for rent for housing, compensation for utilities, and increased salaries.
In 2020, 70% of schools participating in the program were located in rural areas, 9% - in urban-type settlements and workers' settlements, 21% - in cities with a population of up to 50 thousand people.
The County teacher program will be implemented for another three years: in 2021, 1167 vacancies were announced, in 2022 - 1123 vacancies, and in 2023 - another 1113.
The County teacher program is being implemented at the initiative of the President of the Russian Federation, Vladimir Putin. In February 2019, in his Address to the Federal Assembly, the head of state proposed to launch a program for teachers moving to work in villages and small towns. We are talking about rural settlements, workers' settlements, urban-type settlements or cities with a population of up to 50 thousand people. Its participants are allocated RUB 1 million of relocation allowance, and in the Far Eastern Federal District – RUB 2 million (without the need to pay personal income tax from this amount).
The prerequisites for an applicant to participate in the County teacher program are qualifications for a job in the relevant position, applicant's willingness to move and work for at least five years in the chosen educational institutions.
Participating schools must provide the teacher with a teaching load of at least 18 hours per week.
